1964 Rule V Draft
The major league 1964 Rule V Draft was held November 30, while the minor league phase was held later the same day in Houston, TX. 107 players total were drafted by the major and minor league clubs. 63 players were drafted by major league teams at a cost of $572,000, while minor league teams selected 44 players at a cost of $352,000.
In the last year before baseball instituted the amateur draft, a record 59 players were taken under the first-year rule in the major league draft, as opposed to only 4 players taken in the regular phase. The New York Mets would have had the first choice in the draft, but with a full 40 man roster they were ineligible. The Kansas City A's then took Jim Dickson to kick off the proceedings. Under the rules, a team with a full roster was still eligible to take one first-year player and the Mets started that draft off by selecting Bob Nash.
The minor league portion featured 20 players taken under the first-year rule and 22 under the regular rule.
