1960 Rule V Draft
The major league 1960 Rule V Draft was held November 28, while the minor league phase was held later the same day, both in Louisville, KY. 59 players total were drafted by the major and minor league clubs. 23 players were drafted by major league teams at a cost of $497,000, while minor league teams selected 36 players at a cost of $327,000. Additionally an umpire was selected by minor leagues for the first time since 1955, as Doug Harvey was taken by the Pacific Coast League from the California League. Of the 59 picks, 22 were selected under the first-year rule, 6 by major league teams, and 22 by minor league teams.
The expansion Washington Senators were allowed to make two selections in the major league portion of the draft, while the first pick was Choo Choo Coleman by the Philadelphia Phillies.
In the minor league portion, a player who had yet to make his O.B. debut was drafted. Ed Barberie was drafted by the San Diego Padres from the Reno Silver Sox. Ford Frick had declared Barberie eligible on the grounds that he had played for a semi-pro team sponsored by the Los Angeles Dodgers.
