2016 Rule V Draft

The Major League 2016 Rule V Draft was held December 8th in Washington, DC. With the new collective bargaining agreement, the Rule V draft had a few changes. The Double A phase was eliminated resulting in only two phases, the Major League portion and the minor league portion. Also the prices for draft picks were raised to $100,000 for Major League picks and $24,000 for minor league picks. Eighteen players were selected in the Major League phase, and 39 were taken in the minor league phase.

Interestingly the top three picks in the draft ended up with the San Diego Padres, who selected Allen Cordoba third overall, and then arranged deals to obtain the top two picks as well: Miguel Diaz, who had been selected first overall by the Minnesota Twins, and Luis Torrens, who had been picked second by the Cincinnati Reds. All three went on to make their major league debut in the Padres' first game of the 2017 season, on April 3rd.

Two of the pitchers who had been drafted from the New York Yankees, Caleb Smith and Tyler Webb, were claimed back by the Yankees after failing to stick with the teams who had drafted them, and both made their major league debuts for New York during the 2017 season.
