1963 Rule V Draft
The major league 1963 Rule V Draft was held December 2 in San Diego, CA. 98 players total were drafted by the major and minor league clubs. 63 players were drafted by major league teams at a cost of $691,000, while minor league teams selected 35 players at a cost of $276,000.
The first-year rule was altered again for 1963. All picks made under the first-year rule cost 8,000 as opposed to the old draft price of 12,000. Three players were taken despite not yet having made their pro debut. The trio were declared eligible as they had been signed before August 1, and all three were taken from the Pittsburgh Pirates: Jerry Hinsley, Billy Rohr, and Vic Antonetty.
The Washington Senators had the first pick in both the regular and the first-year drafts. They selected Howie Koplitz and Donald McNeal first overall respectively.
