Kelley had a 1.27 ERA as a high school junior and went 10-6 with a 1.96 ERA and 108 K to 20 BB as a senior. He was redshirted as a college freshman then did not pitch in 2008. As a redshirt sophomore, he had a 4.81 ERA and no decisions. In 2010, the right-hander allowed six runs (five earned) in 4 2/3 IP. Los Angeles Angels of Anaheim scout Jim Bryant signed him as an undrafted free agent; 11 of his teammates had been picked in the 2010 amateur draft.
Ty made his pro debut with the AZL Angels (9 H, 9 R, 3 BB, 9 K in 5 2/3 IP, 1-1 in 6 G). In 2011, he allowed at least a .324 average at each of three stops: the AZL Angels (1-0, 8 H, 3 R in 3 2/3 IP), Cedar Rapids Kernels (3.18 ERA in 9 G) and Inland Empire 66ers (4.91 ERA in 9 G). Things changed drastically in 2012 as he was superb for Cedar Rapids (4-1, 14 Sv, 1.81, .196 opponent average) and Inland Empire (2-0, 5 Sv, 1.20, .216 opponent average). He led Angels minor leaguers in saves (one ahead of Kevin Johnson) and was 6th in games pitched (50, between Matt Meyer and Bobby Cassevah).
In 2013, Kelley pitched for the Arkansas Travelers (2 R in 2 IP), Inland Empire (4-2, 4 Sv, 3.38 in 38 G) and the Bees (6 H, 2 R in 1 2/3 IP).
