Richard Bell pitched in the USA, Taiwan, Mexico and Canada.
Bell was drafted by the Los Angeles Dodgers in the 28th round of the 1997 Amateur Draft, but he didn't sign. He went 0-4 with a 4.88 ERA for the Canton Coyotes in 1998, and he was 4-6 with a 3.52 ERA in 1999 for the St. Paul Saints, striking out 76 in 69 IP. He tied for third in the Northern League Central in games pitched (39), 5 behind leader Derek Fahs. Bell represented the USA in the 1999 Intercontinental Cup, going 1-0 with a 2.35 ERA and tying Scott Wright for the team lead with five appearances. He got the win over Rob Cordemans and the Dutch national team.
After recording a 2.91 ERA in 40 games for the Saints in 2000 (one game behind league leader George Schmidt), Bell went to Taiwan and signed with the Taichung Agan. He notched 20 saves with a 1.62 ERA in 33 appearances in 2001, and he led the league in saves and save points. He also set a TML record as he didn't blow a save in 15 straight opportunities.
Bell was 1-1 with a 3.86 ERA for the Saints in 2002, and he went 1-2 with a 3.27 ERA and 10 saves for the Sioux Falls Canaries. He also spent some time in Mexico, and his ERA was 2.41 with 7 saves in 18 games for the Tecolotes de los Dos Laredos. He tied for 6th in the Northern League Central in saves despite having spent part of the year in the Mexican League. He then recorded a 1.57 ERA in 23 games for the Winnipeg Goldeyes in 2003, but his ERA rose to 7.27 in 10 games with the San Angelo Colts. Bell was 3-1 with two saves and a 3.00 ERA for the Bridgeport Bluefish in 2004, and he went 2-1 with a 3.33 ERA in 2005 then he retired.
He was 19-16 with 27 saves and a 3.37 ERA in 207 games in North American pro ball.
