Luis Ramos spent over a decade on the Puerto Rican national team, including two Olympic appearances.
Ramos was with Puerto Rico for the 1983 Pan American Games and was their starting shortstop in the 1984 Amateur World Series, hitting .229/.275/.271 with 6 runs in 13 games, fielding .962. He was with Puerto Rico for the 1986 Amateur World Series and 1986 Central American and Caribbean Games as well and when they won a Bronze Medal in the 1987 Pan American Games.
He was very productive in the 1988 Baseball World Cup, batting .286/.412/.310 and scoring 13 runs in 11 games. He drew 8 walks and fielded .982 at short. He outscored the entire Spanish national team but did not lead Puerto Rico, one behind Angel Morales. He remained with Puerto Rico for their third-place finish in the 1988 Olympics but baseball was not a medal event yet.
Luis played in the 1989 Intercontinental Cup, when Puerto Rico won another Bronze. In the 1990 Baseball World Cup, he was still starting at short for Puerto Rico but struggled with both the bat (.192/.222/.308 in 8 G) and glove (.896 FLD%, 5 E). He helped Puerto Rico to a Silver Medal in the 1991 Pan American Games.
In the 1992 Olympics, Ramos hit .400/.480/.400 with two runs and two RBI in seven games while fielding .964 at short and also playing one game at 2B. He led Puerto Rico in average (.040 ahead of Albert Bracero) and OBP (.073 ahead of Bracero). He tied Lourdes Gourriel Sr. and Shinichi Sato for 14th in the Barcelona Games in average. He helped Puerto Rico win a Bronze at the 1993 Central American and Caribbean Games.
During the 1994 Baseball World Cup, he was 3 for 17 with a walk and made 3 errors at second (fielding .885) as Abimael Rosario replaced him at short, dislodging him after a decade there. He won one more Bronze Medal, in the 1995 Pan American Games.
