Tsai was 2 for 12 with a walk for Taiwan in the 2003 World Port Tournament. The La New Bears drafted him in the third round of the 2003 CPBL Draft. His first homer in the CPBL came on July 13, 2004, off Jose Alberro. He hit .229/.285/.324 as a rookie for the Bears in 2004, then improved to .253/.330/.328 in 2005 and .269/.344/.353 in 2006. In 2006, he won a CPBL Gold Glove, thanks to 120 putouts, 8 assists and no errors in the outfield. He was also selected into the 2006 CPBL All-Star Game, and he was 0-for-2. In the 2006 Taiwan Series, he hit .273/.273/.364 to help the Monkeys sweep the Uni-President Lions. Tsai put up a .254/.338/.336 line in 2007, and he batted .298/.393/.389 in 2008.
In 2009, the Yilan County native slumped at .221/.338/.321 but rebounded to .248/.384/.376 in 2010. Had he qualified, he would have been second to Cheng-Min Peng in OBP. In 2011, the Bears became the Lamigo Monkeys while Tsai retained his usual role of platooning against right-handers. He hit .283/.362/.414 and would have ranked 11th in OPS had he qualified. In game 4 of the 2011 Taiwan Series, he led off with a homer against Yi-Cheng Chen but the Monkeys lost the Series. His batting line was .238/.333/.476 in 5 games.
Tsai slumped to .183/.287/.244 in 2012, so he only had 14 appearances in 2013 with the big club. As a backup outfielder, Tsai hit .266/.330/.392 in 41 games in 2014, and he played 48 games with a .237/.330/.344 batting line in 2015. He announced his retirement after the 2015 season and became a coach. Tsai was the batting coach of the minor league team from 2016 to 2019 and from 2020 to 2022, and he also coached their big club team in 2020. The Fubon Guardians hired Tsai as their minor league batting coach in 2023.
Overall, Tsai hit .256/.343/.354 with 524 hits, 96 doubles and 14 homers in 12 seasons in the CPBL.
