Coming to the USA with the 2004 AZL Mariners, he allowed five hits, one walk and two earned runs in ten innings, going 2-0. Santiago split 2006 between the AZL Mariners (3 R in 3 IP) and Inland Empire 66ers (3-1, 2.89), his season limited by left elbow problems. He had Tommy John surgery and missed almost all of 2007, save three rehab appearances with the AZL Mariners (2 ER, 10 K, Sv in 7 IP). He wrapped up his Organized Baseball career with the 2008 High Desert Mavericks, going 5-0 with a 5.56 ERA and 46 walks in 66 1/3 innings, much worse control than he had ever shown before.
Santiago helped the Colombian national team win the Silver Medal at the 2010 South American Games, then remained with them for the 2010 Pan American Games Qualifying Tournament.
