" 'Bill' Foxen was the best five-inning pitcher when he was in the game." - intended as praise from the Philadelphia Times, quoted in Sporting Life, June 17, 1911

Bill Foxen pitched for the Philadelphia Phillies and the Chicago Cubs. His years with the Cubs were 1910 and 1911, at the end of their great pennant-winning years which were from 1906 to 1908 and 1910. In the minors, Bill won 21 for Hartford in 1905 and went 19-9 for Birmingham in 1912.

He was traded to the Cubs for Fred Luderus, who went on to have a long career with the Phillies.

After baseball he became an auditor.

Sporting Life of April 10, 1909, mentioned that Jack Foxen, of Jersey City, was a brother of Bill, and "a dead-ringer for Brother Bill" with the difference that Jack was a right-hander. However, it doesn't look like Jack ever made an official appearance with Jersey City that year.

Bill was sometimes referred to as Billy or William in the press.
