Mays was picked by the Philadelphia Phillies in the first round of the 1984 January draft. After a year at Nebraska, he was taken by the Toronto Blue Jays in the 5th round of the 1985 amateur draft, one round before they took another college hurler with the same first name and last initial, Jeff Musselman.

Mays was 2-4 with two saves and a 6.24 ERA for the 1985 Medicine Hat Blue Jays, walking 41 in 53 1/3 innings. Late that summer, he was traded with Matt Williams and Greg Ferlenda to the Texas Rangers for Cliff Johnson. With the 1986 Salem Redbirds, Jeff had a 9-12, 4.91 record, 17 wild pitches and 69 walks in 128 1/3 innings. He split 1987 between the Charlotte Rangers (2-3, 4.58) and Gastonia Rangers (4-5, 4.55).

Jeff played in 1988 for the Charlotte Rangers (6-4, 3 Sv, 2.86) and Tulsa Drillers (0-1, 11 R in 10 IP) to end his career. Overall, he had gone 23-30 with 5 saves and a 4.79 ERA in four minor league seasons, walking 192 in 349 1/3 IP.
