Carlos Parra pitched for the Venezuelan national team in the 2017 Bolivarian Games. He turned in two strong outings. Facing El Salvador, he allowed one hit and no walks in five shutout innings, fanning six, for the win; Miguel Vargas took over. In the Bronze Medal Game, he again faced El Salvador, relieving Pedro Guerra in the 6th with a 5-1 lead. He allowed two hits and no walks in two shutout innings, striking out three; this time, he was relieved by Luis Sanz as Venezuela would hold on for the 5-1 win and the Bronze. For the event, he tied Juan Escorcia and Juan Corpas for the most innings without allowing an earned run; he also tied Escorcia and Ronald Ramirez for second in strikeouts, well behind Davis Romero's 29.
