Devine was a second-round pick by the Braves in the 1970 amateur draft, ahead of Rod Gilbreath and Rowland Office who were drafted in the third and fourth rounds. He moved his way up the minors from 1970 to 1973, most notably going 12-8 in 1972 for the Savannah Braves.
He made his major league debut in June 1973, appearing in 24 games that year. He came back briefly in 1975 for five games but spent most of 1975 with the AAA Richmond Braves after having injury problems.
From 1976 to 1980 he was in the majors, getting attention in 1977 when he posted 15 saves and 11 victories on a Texas Rangers team that finished second in the division.
In 1981 he pitched 11 games for the Wichita Aeros.
His son Travis Devine was a fourth-round pick in the 1998 amateur draft who pitched several years in the minors but had injuries. Devine died in 2020 at age 68 after a long battle with cancer.
