The Perfect Game Collegiate Baseball League was created in the fall of 2010 by seven former members of the New York Collegiate Baseball League. In 2012 they added the Oneonta Outlaws, another former NYCBL franchise, to expand to 9 teams. For the 2013 season the PGCBL added two more teams from the NYCBL: the Adirondack Trail Blazers and the Utica Brewers, while the Outlaws were voluntary suspended from the league and returned to the NYCBL.

Each team is operated in a similar manner to a professional minor league team, providing players an opportunity to play under the same conditions using wooden bats, minor league specification baseballs, experiencing overnight road trips and playing nightly before fans in a stadium. All PGCBL players are NCAA eligible and are unpaid in order to maintain their eligibility.
