The brother of Tim Raines and uncle of Tim Raines Sr., Ned Raines played three years in the minors, stealing 66 bases.
The San Francisco Giants took him in the second round of the January phase of the 1978 amateur draft. He split that year between the Great Falls Giants (.296/~.405/.380, 11 for 13 in steals, 30 runs in 41 games) and Fresno Giants (.236/~.356/.340, 7 for 8 in steals in 34 games). For Great Falls, he was overshadowed by Gary Redus among Pioneer League second basemen, as Redus topped .400. While Raines played some second base, he was primarily an outfielder that year.
In 1979, Raines bounced between second base, third base and the outfield for the Cedar Rapids Giants. He hit .261/~.361/.295; while none of his hits went for more than a double, he stole 39 bases in 49 tries.
Moving to the Miami Orioles in 1980, Raines batted .244/~.388/.317 and stole 9 bases in 11 attempts in 33 games.
