He was then taken by the Cincinnati Reds 22nd overall in the 1979 amateur draft -- one pick after pitcher Atlee Hammaker -- and he signed a deal.
He played in the minors from 1979 to 1982. After going 2-2 with a 5.21 ERA in eight games (two starts) for the Billings Mustangs his first year, Sullivan went 6-6 with a 1.76 ERA in 16 starts for the Tampa Tarpons the next year. In 1981, he was 0-4 with a 4.65 ERA in eight games (six starts) for the Waterbury Reds and in 1982, he was 7-5 with a 3.05 ERA in 21 games (17 starts) for the Tarpons.
