Justice Tsuniyane played for the Lesotho national team in the 1999 All Africa Games. He got the first win in team history, topping the Ghanaian national team. He allowed 15 hits and walked none in five innings, striking out nine, surrendering 12 runs (10 earned) before Bofihla Maputla closed out the 18-14 slugfest victory. Tsuniyane also beat Uganda with a complete game (7 IP, 5 H, BB, 13 K, 3 ER, 2 ER) mercy rule win. He had Lesotho's only two wins of the five-game event and easily led the team in IP (12, 4 1/3 over Bahzakoan Shelike) and strikeouts (22, 15 ahead of Maputla). For the Games, he tied Nhauro Mpanguri and Emmanuel Motoni for the lead in wins. He also played right field two games and third base one game. He was 3 for 13 with a RBI, two steals and three errors. He tied for second on the team in hits, half of leader Lisema Molise's 6.
