Carlos Tovar was 0-7 with a 6.10 ERA for the 1989 Medicine Hat Blue Jays. He led his team with 59 strikeouts (in 62 innings) but also led with 53 walks. He tied for 4th in the Pioneer League in losses and was six shy of the walk lead. In 1997, he was 1-1 with a 11.20 ERA for the Catskill Cougars, surrendering 27 hits in 13 2/3 IP.

Tovar was 0-2 for Olimpija Karlovac in the 2008 European Cup but his 5.06 ERA led the staff, beating out fellow former minor leaguer Jeffrey Calderone. He coached for the Croatian national team in the 2009 Baseball World Cup, their debut in a Baseball World Cup, as well as in the 2010 European Championship.
