Terry Felton holds the major league record for most losses without winning a game. Over four seasons he was 0-16.
He pitched fairly well in the minors from 1976 to 1981. In his first two seasons, in the rookie league and Double A, his ERA's were under 4.00. Then, he had four seasons with the Toledo Mud Hens in Triple A, with ERA's of 3.50, 3.42, 4.01 and 4.19.
Although he pitched four seasons in the majors, most of his games were in the last season, when he went 0-13 and had 3 saves. However, his ERA that year, 4.99, was only a bit higher than the team ERA of 4.72. He gave up relatively few hits, allowing only 99 in 117 1/3 innings. However, he gave up 76 walks and 18 home runs. The tendency to give up too many walks was also a feature of most of his minor league seasons. He was released after the 1982 season.
One source says he became a prison guard after his playing days. More recently, he was a detective in the Baton Rouge, LA sheriff's department.
