Pat O'Conner got into baseball as GM of the 1982 Greenwood Pirates. He was Director of the Houston Astros' Florida Operations and GM of the Osceola Astros from 1986-1993, then was COO of the National Association of Professional Baseball Leagues. In 2000, he was inducted into the South Atlantic League Hall of Fame. In 2007, he was voted in as the 11th president of Minor League Baseball and was re-elected in 2011. In 2014, he made a second Hall of Fame, the Florida State League Hall of Fame.

He announced his resignation as MiLB president on September 8, 2020, effective at the end of the year. By that point, the minor leagues had been shut down by the Coronavirus pandemic and were facing the likelihood that 42 of the 160 affiliated minor league teams would be contracted before the 2021 season. There was speculation he would not be replaced, as the minor leagues were set to lose what little autonomy they still had.
