Luis Rosa was a scout for the Montreal Expos (1976), Seattle Mariners (1978-1979), San Diego Padres (1980-1985), Texas Rangers (1986-??), Chicago Cubs, and San Francisco Giants. He signed Juan Gonzalez, Roberto Alomar, Sandy Alomar Jr., Carlos Baerga, Iván Calderón, Ivan Rodriguez, Benito Santiago, Wilson Alvarez, Ozzie Guillen, Ed Nunez and José Hernández among others. He also managed the DSL Giants.

Rosa ran into legal trouble in 1997 when he was accused by 15 players of demanding sex to sign them and also of embezzling signing bonuses.

Rosa's nickname was "El Jockey".
