Billy Ray Haggins was an outfielder in the dying years of the Negro Leagues.

Haggins served in the Army in 1951-1952, then turned pro. He split 1953 between the Birmingham Black Barons and Memphis Red Sox, then played for Memphis in 1954, 1955, 1958 and 1959. Haggins hit third and played right field for the West in the 1953 East-West Game. He went 0 for 3 with a RBI before being replaced by Ernie Johnson in a 5-1 win. He also was in the 1954 East-West Game and 1955 East-West Game. After baseball, he worked in a machine shop for 39 years. In retirement, he did a lot of gardening.
