Allen T. Baum
Allen T. Baum was the brother of minor league star Spider Baum. Allen served as president of the Pacific Coast League from 1912-1919 while also being president of the California State League in 1913-1914. In 1914, he banned PCL teams from playing exhibition games against black teams and black teams from playing in PCL parks. This ruling severely crippled the California Winter League, which relied on integrated competition; it would take several years before the CWL to find a way around Baum's rules.
