The 2019 Pacific League Rookie of the Year Award was dominated by Softbank Hawks starter Rei Takahashi (12-6, 3.38), who was 4th in the Pacific League in ERA and tied for 4th in wins. He had 206 votes. The runner-up, teammate Hiroshi Kaino, had 39. The Seibu Lions' Wataru Matsumoto got 4 votes, the Orix Buffaloes' Keita Nakagawa had 3 and one vote apiece went to Seibu's Ryusei Sato and Orix's Tsubasa Sakakibara.
