I would not consider him so, as he was merely suspended.

I actually did some further research, and he was only suspended until August 1922, though he was unable to latch on with another team that season. He was declared a free agent but specifically prohibited from signing again with any team in the PCL for that season and the next. He was welcomed back into O.B. at the beginning of 1923. His only "blacklisting" was that Landis would not let him play in the PCL for two years.
