Rolando Herrera has pitched for the Panamanian national team several times. In the 2003 Baseball World Cup, he led Panama with six appearances and had a 3.52 ERA and one save. In the Gold Medal game, he faced one batter, Joan Carlos Pedroso, and walked him in Panama's 4-2 loss to Cuba.

In the 2005 Baseball World Cup, the veteran southpaw was 1-0 with 3 runs (1 earned) in 7 innings with the win over Team Canada. In the Bronze Medal game, he relieved Rafael Medina with a 7-4 lead in the top of the 6th against the Dutch national team but allowed 2 unearned runs on a hit, walk and error while retiring just one via strikeout. He was relieved by Miguel Gomez, who pitched shutout ball the remainder of the way to lock up the Bronze.

In the 2006 Americas qualifier for the 2008 Olympics, Herrera was lit up for 6 runs and 3 homers in just 4 innings, striking out 5. He had Panama's worst ERA. In the 2007 Pan American Games, he surrendered three runs in five innings in a loss to Mexico, Panama's lone defeat.
