José Joaquín Tineo was a top Dominican amateur pitcher in the early 1970s.

Tineo set a Cibao region record with 68 strikeouts in 1968, a season in which he worked 18 innings in a game. Moving to Santo Domingo's league, he led the league in strikeouts five years in a row (1969-1973) and won Rookie of the Year in 1969. In 1971, he was 11-2 with a league-best 1.84 ERA and struck out a record 101 batters (the old record was 87). He led the 1971 Pan American Games with 20 1/3 IP for the Dominican national team and was named the All-Star right-handed pitcher for the event. He also was 2-1 in the 1971 Amateur World Series (the rest of the staff was 2-4), going 13 innings against Colombia. The Sports Writers Association of Santo Domingo named him Athlete of the Year, the first amateur athlete to be so honored.

José Joaquín struck out 87 batters in 1972, which matched the old record. In 1973, he struck out 20 batters in a 2-0 loss to the Medias Capitolio. In 2009, he was inducted into the Dominican Sports Hall of Fame.

His brother Heyda Joaquín Tineo is also in the Dominican Sports Hall of Fame, for volleyball performance.
