Bush league
The term bush league dates back to at least 1906 as a term for lower, less professional leagues, and therefore by extension to less professional play even at the major league level. Its use outside of baseball dates back to 1914 and refers to activity that is less professional than an observer expects.
Although the term has nothing to do with former President George W. Bush, the obvious play on words was far too easy for those critical of his administration to pass up and "Bush league" became a common description of his administration. A Google search for "George W. Bush" with "bush league" yields over 50,000 sites.
