Using the Pitching Game Finder and restricting it to All-Star games, here are the fewest IP for All-Star game starting pitchers who earned the win:

Wow, can you believe that Gomez threw 6 innings in 1935? That would be totally unheard of today.
Anyway, one thing to note right away is that normal pitching decision rules are suspended for All-Star games insomuch as the starter does not need to pitch 5 innings to be eligible for the win.
In the 1992 game, the American League scored 4 runs in the top of the first inning (by hitting seven consecutive singles off Tom Glavine) and Kevin Brown was the defacto winner despite pitching just the first inning of the game. No other AL pitcher completed more than an inning, so it's not as if there was a better choice than Brown.
By the way, by lifting the restriction that the winning pitcher be the starter, here are the fewest IP by the winner of an All-Star game:

Ahh how quickly we forget Scott Kazmir just last year. The two guys to pitch the 15th inning--Kazmir and Brad Lidge---where are they this year?

That Dean Stone third-of-an-inning win in 1954 is well-known to trivia buffs. Note the 0 in the BF (Batters Faced) column. Stone came on in the 8th inning with two out and men on 1st and 3rd. The runner on 3rd, Red Schoendienst, was thrown out trying to steal home. That was Stone's third of an inning.
