One way to see which teams in baseball have the best/deepest bullpens this season - through games of 7/1 - via Play Index:
For 2010, requiring "WHIP" <=1.20, At least 80% games in relief and At least 20 Games, sorted by greatest number of players matching criteria

It's very interesting to see how many teams this season have less than 3 guys who can make this cut...

These data show a very atypical situation for the Reds -- in their glory years, one of the Big Red Machines' notable characteristics was the presence of strong bullpens and {Usually, but not without exception} less than memorable starting rotations. It was this that made Anderson knopwn as "Captain Hook" -- a moniker that he deserved perhaps, but with some understanding. Now, it appears like there is no big he-bull of the Pen.

And no, I do not consider Rhodes performance as a LOOGY this year to overcome the absence of a few good middlers. Owings hardly qualifies -- he is still in danger of being remembered more for his hitting than for his pitching.
