Best ERA+ for a pitcher with at least 15 losses, 1970-2007

Again, the title says it all. I had to limit it to 1970 since 15 losses was quite common earlier in the century, even for great pitchers. (It wasn't so rare to see guys with 28-15 seasons, for example.)
Anyway, here are all the pitchers with an ERA+ of at least 125 with 15 or more losses, 1970-2007:

Nolan Ryan is on here 3 times, Hershiser twice, and nobody else more than once.
If Blyleven doesn't get into the Hall of Fame...then I am going to have to really amp of the campaign for next year.
